The Department of Public Policy and Affairs aims to enable students to play an active role in the “new public” based on legal knowledge.

Social systems are undergoing major changes, including the expansion of the concept of “public,” changes in the roles and domains of the public and private sectors, and the emergence of new actors in the public sector, such as non-profit organizations (NPOs).

The Department of Public Policy and Affairs fosters the ability to formulate public policies and analyze their effects. In doing so, it relies on the knowledge and understanding of fields related to the public, the functions of national and local governments, policy analysis methods and techniques, and knowledge of law, political science, and economics. By cultivating skills in public policy in various fields, the program aims to develop graduates who will be able to exercise leadership as active public servants in national and local administrative organizations. Further, it seeks to cultivate graduates who will be instrumental in the private sector, and in organizations active in the field of “new public” (e.g., NPOs, welfare organizations, non-profit organizations such as schools and educational institutions, and corporations).

Course

Public Administration Course

This is a special course of study for students who intend to pass the civil service examinations and obtain a position as an executive officer.

The Public Administration Course is designed for students who aim to pass the National Public Service Examination for career-track positions or the Senior Local Public Service Examination, etc. The course aims to produce graduates who not only pass the examinations, but also acquire knowledge that will prove useful in later employment. Therefore, the course aims to cultivate graduates with basic jurisprudence knowledge, the ability to formulate policies, familiarity with legal issues related to methods and procedures for solving public problems, and the ability to design systems.

Public Safety and Local Government Course

The Public Safety and Local Government Course seeks to develop graduates with strong practical skills who are capable of objectively evaluating, analyzing, and applying public policies.

Graduates will be equipped to play a leading role in local communities, including local government officials (including police officers, firefighters, and teachers).

Public and Public Interest Management Course

The Public and Public Interest Management Course aims to develop graduates who can contribute to societal interests by analyzing and researching various situations that arise as social problems. In doing so, it focuses on areas such as people’s labor, daily life, welfare, and education.

This course fosters graduates who can be active as future leaders in fields contributing to society, including welfare and infrastructure (e.g., railroads, gas, electricity, telecommunications, finance, etc.).
